Managing the
Spread of Oak
Processionary Moth

Safeguarding the future of our woodlands

The Oak Processionary Moth (OPM) is more than a pest, it’s a growing threat to the UK’s oak trees and to the people who care for them. With new legislation coming into force, the Forestry Commission needed to reach Oak Traders with clear, actionable information about complex policy changes. The goal was simple but urgent: help traders understand what’s changing, what it means for their business, and how to stay compliant.

The challenge:
clarity with
character

This wasn’t just a policy update, it was a shift in how oak tree movement is regulated across the UK. The messaging had to be direct and digestible but also engaging enough to cut through. The campaign needed to:

  • Explain new movement rules across three management zones (Established Area, Buffer Zone, Pest Free Area).
  • Promote biosecurity best practice and compliance.
  • Support Defra’s 25-Year Environment Plan and the GB Plant Biosecurity Strategy.
  • Reach traders with engaging, accessible content across print and digital.

Our strategy:
make it visual,
make it vivid

We brought clarity through creativity. Using real photography of oak trees and the OPM, we crafted a collage-style campaign animated with charm and purpose. This visual language gave the campaign a distinctive identity, instantly recognisable and memorable. We designed:

  • A series of leaflets tailored for Oak Traders, breaking down the new rules
  • A 60-second explainer animation simplifying complex legislation
  • Assets for both pre- and post-legislation phases, ready
for rollout across Forestry Commission’s social channels,
    the OPM Hub, and Gov.uk.

Smart spend,
big impact

The campaign delivered scalable creative assets for print and digital, all aligned with Forestry Commission’s brand guidelines. We created content that could flex with the evolving policy landscape, helping traders prepare and adapt as the changes came into force.

From awareness
to action

The result? Oak Traders understood the new movement policies, knew what biosecurity requirements they needed to meet, and felt supported through the transition. The Forestry Commission’s message landed with clarity, confidence, and care, helping protect the UK’s oak woodlands and the businesses that depend on them.
